That might be true if, as you imply, the paddlers who come up to Div 1 are not as good as the paddlers who are already there. But the evidence contradicts that: there is an overlap of c. 30%. The paddle-up rules require a paddler to beat 40% of the division they are trying to get into three times in...

I suspect that it would help organisers, particularly those of lower division events who have relatively limited contact with the sport as a whole, if you were to publish a list of qualified Event Safety Officers, ideally with their contact details
