'Paddlers enter any race'

Michelle points out the issue of paddlers paddling up and filling a higher race, the opposite is also true. I'd considered this sort of system but I realised how do you stop a number of higher ranking paddlers paddling down? If they do the paddlers who would normally be at that race will get very poor points (assuming thet get beat).

Totally agree with Baldock Babe
I think you underestimate the ability to rank venues. I would argue that Tully is not top level unless the water levels are high, in low water it would move down the ranking some way. Thus, do you rank on "average" level for the time of year, or on the level on the day. What if you travel to Tully thinking you would be racing for 1000 points but it was a 500 point day?
and if the river is in total spate - as it has been for the last few weeks - there are no eddies at all - great for surfing maybe but slalom ?
