If paddle up remains I don't think this rule would ensure you had sufficient volunteers/judges. To enforce the intent of the rule you would need to state that it's conditional to judge or provide a substitute if you elect to enter the race via paddle up.

My understanding is that you can't have a multi-class single event e.g. a Div 2/3, but you can have a Div 2 on Saturday and Div 3 on the Sunday of the same weekend, as they are separate events. Maybe it's my business background, but to make a decision for the sport as a whole based on anecdotal or partial Information is fraught with risk. If clubs and event organiser can and are willing to support additional races, then great, no one is going to object - but putting on an additional event ...

So you do work on a first come first served basis if you have already had discussions with event organiser who have submitted applications, and stating don't be surprised if you are asked to change dates if asking for March and April.

So are you saying race applications are allocated on a first come first served basis? I thought you collated all applications and then reviewed them on merit before making a decision.

There is a very minimal cost up front with additional costs throughout the year depending on location/duration of the training camps. As an interim you could look at the results tab which gives you a list of dates/races for each year, so pretty much the same information, unless you wanted specific information on a race itself e.g., race organiser - but then that would be in the year handbook.
