6.13 Athletes as Officials 75/25

Organisers frequently struggle to persuade enough helpers to judge and/or otherwise assist in the running of a competition. There is already a rule 20.5.3 that allows the Organiser to require athletes to assist, and a rule 1.12.4 that could potentially be used to enforce this. This proposal is to clarify this and ensure that the rule can be used when needed. No change to 1.12.4 is proposed; it is shown here for reference only
1.12.4 UK The Chief Judge may discipline any athlete or official whose behaviour is detrimental to the proper and orderly conduct of the competition. The Chief Judge must notify the Jury, who may after continued offences by the person, disqualify him/her from the competition (DQB).

20.5.4 At any competition, if there is a shortage of judges, the Organiser may require athletes (or their nominated substitutes) to judge or undertake other official duties, in consultation with the Chief Judge. Failure to carry out such duties when requested may result in disqualification from the race by the Chief Judge (DQB)
