From your original post in the Events section I had assumed that CANI had secured enough investment in Paddling Beyond 2012 to fund both the coaches and an initial supply of appropriately sized boats to get the successful applicants started in Canoe Slalom. I can't see how taking old 4m castoffs is going to deliver what you require from this initiative and so perhaps someone should look at securing some additional funding to at least purchase decent 2nd hand boats if you can't afford new.
